I don't have a complete answer to this, but I start by realizing the justice does not mean vengance.
Into the hopper, I would toss the idea that forgiveness and the demand for justice may coexist. Forgiveness is not a get-out-of-justice-free card, nor need justice imply an unwillingness to forgive.
Forgiveness comes from the heart and the inside of our souls and is a long process.
Justice happens to someone and I think of it as something that comes from the head.
Really difficult to wrap around my brain. Especially early in the morning.

For me, the question is really this: Would I rather have justice or mercy? It's the same answer every time, and for me, forgiveness is part and parcel of mercy, even if (or maybe because...) I struggle mightily with it.
